The Purchasing Department is responsible for the purchase of supplies, materials, equipment and contractual services required by any office, department or agency of the city government. Purchasing is also responsible for the distribution of all supplies, materials and equipment. We operate a warehouse facility which assists the Utilities Division of the City with their daily activities by stocking and maintaining inventory. Our goal is to obtain as full and open competition as possible on all purchases, contracts, and services. The City of Bennettsville’s purchasing department is a member of both the National Institute of Government Purchasing and the South Carolina Association of Government Purchasing Officials. In accordance with this goal we will advertise current “Request for Bids” and “Request for Proposals”. All of our bids are advertised in the local Marlboro-Herald Advocate, and most larger projects are advertised in the South Carolina Business Opportunities publication.

The City of Bennettsville (hereinafter called the "Owner"), invites bids on the (Bid Form - Unit Price / Bid Form - Lump Sum / Bidder's Proposal) attached hereto, all blanks of which must be appropriately filled in. Bids will be received by the Owner at 501 East Main Street, Bennettsville, SC 29512 until 2 P.M. on March 17, 2026, at which time said bids will be publicly opened and read aloud. The envelopes containing the bids, Bid Bond, and applicable HUD/CDBG submittals stated below must be sealed, addressed to the City of Bennettsville, and designated as Bid for Lime Slurry Feed System for the Lyall Street Water Treatment Plant.

RFP Pole Inventory & Mapping Services
The City of Bennettsville, South Carolina, is seeking proposals from qualified firms to provide professional services to conduct an inventory of all electric utility poles within the city limits. The purpose of this project is to gather detailed attribute data on each pole and integrate the results into a Geographic Information System (GIS) accessible via mobile devices for field use.

RFQ Raw Water Pilot Study for PFAS Contamination
The City of Bennettsville is issuing a Request for Qualifications (RFQ) to identify a licensed consultant to conduct a raw water pilot study for PFAS contamination at the raw water intake at Lake Paul Wallace. The purpose of the study is to identify the extent of PFAS contamination and determine the most effective treatment solutions, to create a plan of action to reduce the risk of exposure, providing residents with cleaner, safer drinking water and improving overall public health outcomes.

RFB for Lime Chemical Feed System
The City of Bennettsville is accepting Request for Bids (RFB) for the installation of a Lime Slurry Feed System for the Lake Wallace Surface Water Treatment Plant. The work to be done consists of furnishing all materials, equipment and labor necessary to construct a Lime Slurry Feed System, consisting of a Packaged Lime Storage Tank and Metering Pump Enclosure with associated equipment, Concrete Containment and Tank Pad, Yard Piping, Site Work, SCADA Work, and Electrical Work.

RFQ Crooked Creek Cleanup Project
The City of Bennettsville is seeking qualifications from experienced and licensed contractors to perform cleanup work along Crooked Creek. The scope of work includes removing large trees and brush from the creek banks, as well as removing fallen trees and other debris from the creek bed. The successful firm will be responsible for obtaining all necessary permits and coordinating with regulatory agencies.
